IIRC, Moray sets the Version variable in the .INI files to 3.0. You need to
export the scene, and edit it by hand, unless someone knows of an automatic
way to do it. Just export, open the ini in POVRay, and look for a line that
reads "Version=3" and change it to "Version=3.1"

Yes, I do. That seems to be a bug.
To correct this, open the file MORAY.INI in Morays main directory and
look for the section [POV WinINI]. This section is what Moray writes
out ot every INI file it generates, so global INI changes are best
done here.
Look for a line that reads "Version=3" and change it to "Version=3.1".
