Not in the current release. It looks like everybody missed this one
and we uploaded the final, official 3.1 yesterday. We may do a
maintenance release in a few weeks if more bugs crop up.

So this probably won't be included, even in a maintainance upgrade? Could it
be emulated using a plugin?

Oh sure, in a maintenance upgrade, yes, since it is a bug.
