I have problem trying to make a translucent object - like a lamp shade
from an image map in Moray. I select the image map (a GIF file) and
select 'ALL' for 'Filter' and set the value, the funny thing is when I
export the final output as pov file the filter value remains as 0.00 all
the time (think it is also the same with the transmit) . This problem
only happens when texture map is used. Is this a possible bug or did I
miss a step?

It's a bug. We will release a maintenance version soon that fixes this
bug and a couple of others.
