I am reposting this from the irtc mailing list with permission of
Bill Marrs or the IRTC Admin.. I feel it is important that people
know what kind of rules violations will result in an image
disqualification so that you do not repeat this type of activity
yourselves. This is not meant to be a character assement of Guitta
Bertaud rather it is intended to be for your edification only.

Greetings,
It has been pointed out to the IRTC Admins that this image:
http://www.irtc.org/ftp/pub/stills/1999-12-31/gbgarden.jpg
Which is by Guitta BERTAUD, is in violation of the IRTC Rules in that it
was created in the past and not specifically for this round of the IRTC.
This image has been available for almost one year at this web address:
http://www.e-onsoftware.com/Gallery/Thumbnails.php3?Index=0
specifically:
http://www.e-onsoftware.com/Gallery/Gallery.phtml?Index=12
The IRTC rules page is here:
http://www.irtc.org/stills/rules.html
The relevant section is 5.e:
>All images must be original. You may not use another person's image with or
>without their permission. You may not use an image that you created in the
>past. You may of course re-use good ideas and even objects from past images
>that you have created.
This rule is important as the time period for completing an image can have
a direct effect on the overall quality of an image. Thus, it is unfair to
allow this image to compete against others that were made specifically for
the Gardens round of the IRTC (in the last 2 months only).
This image is hereby disqualified.
