AFAIK yes.  If you mean can it be over 5x10^6 bytes, then yes. 
But not over 5mb. :o)

I submitted one that cut it close and was fine.

  I think it sould be "5MB", not "5mb" (which would mean 5 millibits).

Rules are rules. I once submitted a file which was a couple of hundred
bytes bigger and Bill Marrs informed me that I had to repost it. He
was kind enough to offer to re-encode it for me as my access to
PhotoShop and the Internet were at school at the time and I would have
almost surely missed the deadline. Well, I didn't, but the lesson
stays - rules are rules.

No complaint.

My entry is about 5 300 000 b,  *and* I needed to make one scene a few tens
of frames longer, as I have a lot happening in one scene.  I was trying to
decide which other scenes to cut and/or how much compression to undertake
and so needed the exact figure.
