Unnecessarily, complicated devices...   (incorrect)
Unnecessarily complicated devices...   (correct)

If one adverb modifies another, no comma is placed to separate them.  In
this case, it is "unnecessarily complicated," not "unnecessarily devices,"
so there is no comma.
