In Blender the camera has only the focal length parameter.
Not up, not right, not look_at
Transformations of the camera are defined by object.matrix_world.
Transformations of the all scene objects are defined by object.matrix_world.
Povray camera angle should be calculated on a formula.
There are additional parameters: to see from distance and to distance.
Therefore, the camera of the Blender can look through a wall.
But, for Povray it isn't applicable.
