Oh, man!  Why didn't you say so?  We went all into a language flamewar that
could be avoided! :P

Anyway, it's in the Edit -> Preferences dialog.  Go to Interface -> Config
Keyboard Shortcuts, select Image -> Resize Image (way down), press your choice
of shortcut, done.
