I can't recommend Inkscape enough.

just after installing Ubuntu, go to Applications -> Add/Remove and search for
it. Or just download the version for Windows and play with it.

I'm actually reading the Adobe Features page of Illustrator, having done some
work myself previously on Corel Draw (some years ago). Most of the features
seem to be just there, like tracing bitmaps automatically, gaussian blur etc.
Try it for yourself to see if it matches. Of course, don't expect the same
interface or the same way of doing the same things.
