Is it possible that you get what you want with Final_Frame=11?

11 frames gets ya  0.0, 0.1, 0.2, 0.3, 0.4, 0.5, 0.6, 0.7, 0.8, 0.9, 1.0
10 frames gets a   0/9, 1/9, 2/9, 3/9, 4/9, 5/9, 6/9, 7/9, 8/9, 9/9
