Can't remember offhand whether there is anything for direct conversions. But
you can use the 'For Export Only' plugin
(http://www.planetside.co.uk/terragen/resources.shtml) to convert to 3ds,
obj or so and then 3dWin (www.tb-software.com) to convert to pov.

P.S. Just remembered: Leveller can open terragen files - and save in pov
format AFAIK.
