Forester (http://www.dartnall.f9.co.uk/) can take a Terragen file and render
it in POvRay, and does most of the things you want.

You can export the terrain as a .bmp with a plug-in (either Firmament or
For-Export-Only, don't remember which) then render it as a heightfield in
PovRay, but you can't export the texture, which IMO is what really makes
Terragen pics look so good.

Lately I've only been using Terragen to render skies (Terragen does
excellent skies!), then using those renders as sky_spheres in Pov.

I've been using World Machine
(http://students.washington.edu/sschmitt/world/) a lot more lately for
landscapes simply because it has native support for Pov .tga files.
