apply a normal{} to your camera. as described in the manual.
An atmosphere to limit viewing distance would also make things look
more 'underwater'. Perhaps also adding a bright light over your scene
and filtering it through some spotted half/transparent plane. That
should create streams of light shooting through the water and project
a nice caustic-like effect onto your objects.
