GRASS probably can. I have GRASS 5.0 built and installed here, so I guess
I could give it a try. But the data from gtopo isn't very high resolution,
so you might not like what you get.
Instead, try one of the DEM files you can find at http://data.geocomm.com/dem/
They appear to have 7.5' data for all of the region of southern Nebraska you
seem to be interested in (but why can't you just use a plane... :) )
They come in SDTS format, but you can get a converter to the older DEM format
from http://www.gisdatadepot.com/dem/sdts2dem.html . You should be able to
use that format with the tools you'll find on the povray.org links page.
