In that case, perhaps you can use a recent build of the PBM utilities to
convert POV-generated 16-bit images in PNG or PPM format to TIFF format.  
You can find Windows binaries at the URL below, but I note that they are
for version 9.14 rather than the current 9.18 and I'm not sure if they'll
have support for what POV calls a 16-bpp PPM.  Can't hurt to try, though.
