Some programs where mentioned in this thread and there are a few in the
POV links section of www.povray.org. However, none of them seems to be a
simple command line utility. 

I wrote one some time ago, and I am wondering whether I should dust it
off and add missing features (such as tesselation of non-planar polygons
and color)?
