Does a Color Chart of POV Ray exit which shows every color included in the
colors.inc file?

Hmm... good question. The best I can think of is colors.pov, to be found 
in the scenes>incdemo folder, but it is not really what you are asking for.

In the distant past, Ken Tyler did provide a series of .pov and .inc 
files with additional colours and a chart-like render (scene files by 
Peter Popov). As his site is not available anymore, I attach  them here. 
Possibly you can adapt the scene files for rendering the colors.inc 
file, if the basic colours are not present here already, which I suppose.

Have you checked & rendered the portfolio ?
(scenes/portfolio ,

 on Windows, open the menu item "sample povray 3.7 scenes" in the Povray
menu-folder)

c_colors.ini is what you might want to render to get a color chart.

Then you can open c_colors1.html in your browser... It's 9 pages for
colors, with 16 samples per page (excepted the last page). You can of
course use the rendered pictures in your own single page if you want to
see the 130 pictures at once.

You mean in the insert menu? I can not see any portfolio item..

No, I mean: "Windows Start button"(or whatever its name)
 ->"Program" (ditto)
 ->"POV-Ray for Windows 3.7 RC6"
 ->"sample POV-Ray 3.7 scenes"


On unix, it should be installed somewhere like
 /usr/local/share/povray-3.7/
