I would start by reading the documentation.  You also find plenty of
tutorials in the links section of povray.org.

As Thorsten said read the documentation but I've always found that having a
project in mind helps. For instance model your apartment or a table and chairs.
Don't be too ambitious though as you could be put off.
Good luck and post your results when you are satisfied or if you need further
help.

As a newbie myself I found http://www.f-lohmueller.de/ to be really useful, 
lots of tutorials and good illustrations.

As Stephen says having a definite goal in mind is a big help.
