Dear Povers,

 I'd like to build a glass cylinder having dual IOR. For example, a
little bit lower skin IOR(1.45) and normal center IOR(1.55) in the glass
cylinder. Would this be possible?
The other question:
Directionally different IOR's for a glass or semi-transparent plastic
cylinder. For example, higer IOR for cylinder axis direction and lower
IOR for radial direction. Would this also be possible?

Variable IOR is not possible in POV, and probably never will be. It's too
computationally expensive.
You can of course split the object into separate parts and give the parts
different IORs, but that's probably not what you're after.

If you want to see the difference durin an animation you can use the
clock value in your ior statement so that it gradually changes as 
the object rotates/falls whatever.

 If it's not possible in POV, there would be no other way I could simulate
the glass cylinder with two different IOR's.
