POV-Ray SDL (Scene Description Language) is a fairly straight-forward
text based way to describe 3D objects, and their colors and textures.
POV comes with a good manual with tutorials for this method (f1 for help).

If you wish to convert a scene file from some other format into POV, you
might want to try Poseray
http://mysite.verizon.net/sfg0000/
which is a converter for various 3d formats like 3ds, and obj.

There are various softwares that provide a 3d modeling GUI with output
that can be ported to POV, all have advantages and disadvantages.
(no programming required).

In addition to what Tim said. I found that it was a good idea to get some
basic knowledge of PovRay SDL by reading the help file (RTFM) working
through the tutorials and looking at the scene files that come with PovRay.
When you use a third party modeller that outputs a Pov file you sometimes
need to tweak the file to get the results you want. For instance if you are
using a CAD programme to create the geometry you might want to change the
materials and textures in PovRay or change the lighting to get better
looking results.
