I had a similar problem, when I did a paper for my translation-studies ...
We had to translate a text (english->german), and I decided to take a part
of the POV-Ray Doc (3.1g) ...
But as it is common, to give some resources, where the original text could
be obtained, I had to rely on, that the link to the PDF I used, does not
change in the next 2 years ...
I think there is still a bunch out there, where "INTERNET" is not so well
known, and where it is uncommon, to give a resource that is not like
"Author, Book: Vendor, Year, ISBN: pages"
I had to do some really strange discussions to tell them, that:
"THERE IS NO PRINTED VERSION !"

For what it's worth, SAS, the famous statistical package, is referenced in
peer-reviewed papers the following way :
SAS Institute, 1988. SAS/STAT User's Guide. SAS Institute Inc., Cary, NC
So POV-Ray could be referenced as follows :
POV-Team, 2002. Persistence of Vision (TM) Ray Tracer. POV-Team,
Williamston, Australia.

I often supply a printed sheet when I give a talk, listing all the links to
the references that are not on paper. At one talk, I actually passed out
floppies with the links and information, just to make things easy. For smaller
groups (under a hundred), you will not lose any expenses really, since even a
small honorarium covers it nicely.

If you are in Psychology or related social sciences you would follow
the Publication Manual of the American Psychological Association.
Based on the most recent version (5th edition) I would make the
following reference in an article for an APA journal:
POV-Ray Team. (2002) Persistence of Vision Ray-Trayer (Version 3.5)

Actually, before sending to the journal I would correct the
typo ;-)
POV-Ray Team. (2002) Persistence of Vision Ray-Tracer (Version 3.5)
[Computer software]. Retrieved from
http://www.povray.org/binaries/index.html.
There is some issue with whether to reference a physical location. The
"Team" does not
have a physical location, so I would go with the format that APA describes
for
software available on a university web site, which cites the web address.
Although,
it is confusing because when POV is launched the splash screen cites a
copyright
to Cris Carson, and the POV Legal statement does reference a physical
address
in Australia. If you consider the copyright statement then it ought to be
attributed to
Carson, as such:
Carson, C. (2002). Persistence of Vision Ray-Tracer (Version 3.5) [Computer
software]. POV-Ray Team. Victoria, Australia.

This is tangential to what you brought up. Some organic chemists
did a paper on some kind of polymer formation, in which they used
POV-Ray, someone's tesselation code, and one of my macros. I'm cited
in a footnote.
