Can you change the output file format in pov from a *.bmp to a *.jpg or
*.gif with out haveign to use another program to do that ???

Currently no, not with the official version anyway. The next
version of POV-Ray will allow you to output to .jpg but it
is not finished yet. Gif output is not supported nor will it
ever likely be supported.

It will allow JPEG *input*, but I don't think JPEG output is planned. 
Since JPEG is a lossy format, and to get good compression really 
requires tweaking, it isn't a good choice for saving files to directly.
Your best bet would be PNG, TGA, or one of the other formats allowed, 
check the manual for details on the formats available for your platform.

Unknown. POV-Ray 3.5 will probably be released before the end of the 
year, but even that isn't guaranteed.

Nope, this is a point that had not been made clear in the list of
features...

There will *not* be JPEG output, only reading of JPEG files will be allowed.
This is by design and it is unlikely POV-Ray will ever support JPEG as
output format because it is not lossless.
