Just throwing a couple of examples out, didn't want to make a stupidly large
list.

Java would be fine for that.  But like I said before, not a very good
solution all round, just something that I happened to think of.

The easiest way I can think of is to replicate what a newsadmin can
do by grepping the news spool directly. It would have to run on povray,
be very, very secure and most likely be a perl script. Does away with need
index collection, etc. Public interface would be hard part and did I mention
that extraordinary care must be taken securing the tool?

OutlookExpress lets me search subject lines and body text limited by what
I am willing to store locally. Being able to grep would be nice -

A grep of my local copy of the entire news spool takes several minutes 
even for the small groups.  I don't like to think about grepping .general
and .binaries.images.  Using the indexes, it takes no more than a second
or two.  That's why I have the indexes.

Open-source, actually.  Just optimized for word indexing in a way that
a generic database file probably can't be.
