This is a very common and extremely annoying problem with windows programs.
They steal all the associations they want without asking, thus causing
lots of problems to the user.
There are few exceptions. I remember a program that didn't only ask if I
wanted to reassociate the file type it knew, but it also allowed me to choose
which file types to reassociate and which don't. All programs should be like
this.
If Microsoft wanted to develop windows, they could add an option like
"Ask before allowing new software to reassociate file types".

I use a little program, IOpener, that came with the GUM modeler.
Just associate my targa's with it.

ACDSee does just that. I used it until it recently started to behave badly:
takes about 99.99% of the cpu time for ever....

I installed gimp (for windows) and it asked me if I wanted to change them or
not, it is also a fine program.

I was just going to mention ACDSee in this thread somewhere. It works
great for me. I open the POV output directory with previews and
auto-updating turned on and just watch the animation grow. Wintop
reports 1.8% CPU for that and I think it's fairly low for what it's
doing. I also like the small shell-extension that shows a preview in
the pop-up menu when you right-click on an image (anywhere, even in
Open File dialogs! :) )

Yes. I'd second the Gimp recomendation. It's in the process of getting ported,
but is very solid compared to Windows programs.

Not sure. Since I'm a bit cheap, I never got PSP. I do know Gimps conversions are
very nice, and that it's extremely scriptable. Also, some of the latest stuff in
Gimp 1.1.15 is fairly impressive.
