Just a shorty on that, the english law enforcement doesn't go that way.
I just read recently about an english webmaster being sued for the
things he had on his server on the bahamas (or somewhere around there).
Don't know how this relates to privacy, but the applicable laws are
getting more and more, just ask Mr. Pinochet about it ;-)

#povray is on EFnet, DALnet and NewNet, but most people are on EFnet. A
bot links the three together, so you can talk to people on another
network.

Cheers. EFnet sounds like the place to be then - the network linking
bots are cool and all but lag can be something of an issue (as can
"seeing" who's online and talking, unless the bots have gotten a lot
better in recent years).
