You know how things are visually distorted when viewed through water? Not
just the way the angle of light bends, but that "rippling" effect (like
they use in cartoons, for example).

How would I simulate that? Atmosphere, maybe ... ?

(By way of explanation: I have a fully constructed scene, and now I just
want to "submerge" it.)

apply a normal{} to your camera. as described in the manual.
An atmosphere to limit viewing distance would also make things look
more 'underwater'. Perhaps also adding a bright light over your scene
and filtering it through some spotted half/transparent plane. That
should create streams of light shooting through the water and project
a nice caustic-like effect onto your objects.
