Some standard locations no longer need to be defined in povray.ini. The
scene and include folders are now in a stable location and don't need to
be explicitely defined.

That was the case previously, however this has changed with RC4 as a
number of users wanted the ability to change the default locations.
The default paths should not generally be needed in povray.ini as
POVWIN automatically adds them to the include path based on
information in the registry.
However I can see there might be a case for having them in the INI
file anyhow, e.g. if another program wants to parse the INI file (e.g.
a console build of POV that doesn't have the windows registry logic).

This technically isn't needed by POVWIN. I am undecided if it's a good
idea to include them in the INI file as well. It would be useful for
non-standard builds to parse the INI file, but would also make it less
portable (currently POVWIN will infer the correct information based on
the registry and/or launch path).

That is true, for instance Bishop3D will read the ini file to add paths
to its own importer.
But I miss-read the text and thought it said that Windows would
automatically append standard locations on installation.

I am having same issue, and same OS. How can i help to solve this issue? If not,
is there a way to extract files from installer and install manually?
