Not related to POV but I have a serious problem (not on this laptop,
on the desktop instead).

Basically, no command-line application works. It gives an error
0xC0000142 ("ntwdm.exe: The application failed to initialize"). The
scarce resources I found online suggest that it is related to the
Windows desktop heap size, but changing that didn't help. Safe mode
helps neither. I can't start sfc.exe or any other command-line
diagnostics tool from either Windows or the recovery console. What
could it possibly be?
