Not everyone is in a corporation.

Where is the data on which you make this conclusion? I can tell you that 
the percentage of people at our university who send clear text 
passwords, the percentage of people on my Internet access company who 
send clear text passwords, and the percentage of people on my site 
hosting provider who send clear text passwords, is very high. The first 
and last do not provide an option for non-geeks to not send clear text 
passwords to access their e-mail. The middle one definitely still uses 
insecure POP in their user instructions. If they provide secure e-mail 
password checking, I don't know about (but I haven't looked hard, since 
I don't use them for e-mail).
