I was just looking through the current competition round and found that

ftp://ftp.irtc.org/pub/stills/2001-02-28/hhcopy.jpg

seems to be made completely with Photoshop.  I don't have the impression
that it is a willful violation of the rules though. The text file does not
mention anything about the creation.

Furthermore i'm a bit in doubt if 

ftp://ftp.irtc.org/pub/stills/2001-02-28/dvmstagn.jpg

was made explicitly for the IRTC, it is a very nice picture, but according
to the text file it was made as "a proposal to renovate a school gymnasium
into a chapel".

Hmm, hard to know about this one - if he "refined it" for the irtc then it
is legal (iirc). Should someone contact the author for clarification? It
would seem a shame not to count it - it's a very attractive image.

What about ftp://ftp.irtc.org/pub/stills/2001-02-28/sacrfice.jpg

which has a "2000" copyright ?

I didn't notice that yet, but it doesn't necessaryly mean something, i
also sometimes have troubles with the year numbers at the beginning of a
new year ;-)

Well, as long as it has never been shown before, and since it fits the
topic, that's not a big problem.  What disturbs me is the architectural
vocabulary (columns, arches,..) used in the project, but that's another 
story...

Well, it's on the submitter's web site that is mentioned in the text file
together with some other views of the same scene, don't know how long it
has been there though.
