Well, the best way to do it is to use interior attenuation. Make the 
texture perfectly transparent, and use fade_color with the desired 
color, fade_power 1000, and fade_distance to adjust the strength of the 
tint. If the glass is thin or you always see through the same thickness 
of glass, you can simply color the surface by using a colored pigment, 
but this is the same as having clear glass with a thin colored layer.
