Try using UVPov, which has several radiosity enhancements and bug fixes. 
Also, make sure your background color is not black, and that the scene 
is entirely enclosed with something, like a very large sphere for the 
sky. I don't know if the sky_sphere affects radiosity, but I would 
assume it does.
