No, it isn't. And although it isn't impossible to do, getting it to work 
in POV would probably be difficult.

Did you remember to give the object an ior in the interior statement?
You are on the right track, some people have simulated the "mirage" 
effect with multiple layers of objects with different ior's, a single 
object with a normal should be sufficient for many situations.
