That will give you whispy, fluffy clouds, because cloud_type defaults to 
cirrus. If you want dark, rain filled thunderheads, try adding 
"cloud_type CUMULONIMBUS".
(assuming you have clouds.inc #included for the CUMULONIMBUS declaration)
