It says "Check the configuration in 
/usr/local/etc/megapov/1.1/povray.conf" so you should check the 
configuration there.  It will have to list

read* = /usr/local/share/povray-3.6/include

if IO-restrictions are enabled.  I should probably add this to the 
default povray.conf coming with the package.
