It may sound strange, but no organizational parameters and don't 
conform. Ok, one parameter, try to 'crosslink' as much as possible.

Maybe 'your friend' shoud create a page "ThoughtsOnPOV-RayWiki" and link 
it from the frontpage or the dDiscussionGroups page.

I.m.o a newsgroup is often too 'fast', with too many people talking. A 
wiki is nice and slow and the result of an idea or discussion can be 
seen on one page. A few years ago I set one up in our development 
department and it works great. Before that we tried mailing lists and e-
mail, but somhowe we never came to a 'conclusive document'. Wiki's work.
