In fact - that was my attempt, but seems there is some problem in such 
compicated scene (or Im just doing it wrong) :

ocean floor is a plane.

Ocean water is an media - emission that symulates photons+scattering media 
(and render x10 times faster - nice trick imho ;) but this effect os too 
delicate in this image... YOu can notice a horivontal "patches"/cones of 
light shining on ocean floor.

And this plant - is also media-based (emission). And in such situation even 
with radiosity { media on } floor is not lighten by near-by media.

I also camed across photon related problems... I should study 
media+radiosity usage more.
