No, you don't, as the standard include files don't use MegaPOV features. 
You only add it to scene- and includefiles if they use typical MegaPOV 
features. Read section "6.2.5  The #version Directive" of the POV-Ray 
documentation for more information on how and why to use the version 
directive.
