You can check whether the effect is occurring in POV-Ray or in the
animation compression routines by taking two raw frames, as output by
POV-Ray, into a suitable image processing application, calculating the
difference between the images and enhancing the contrast.

When I try that with a cube of T_Stone28 with "-J" in the command line
the frames are identical. The difference is perfectly black. If that's
the case for you, then the effect is nothing to do with POV-Ray.
