As Bob said: it is an old (1993) DOS utility that transforms TGA files
into an MPEG1 video file. It is still available at:

CMPEG63m was my attempt at an easier way to handle things for the non-
commandline-freaks, as this utility is badly lacking in file name type
(only 8.3) and in ease of use of all the switches... :))
I may have CMPEG63m and its help file up again some time not too soon,
but I could zip the lot and post it in p.b.utilities if you like.
