I had problems too. I could not install it as an administrator neither as a
single user nor multi user ??? So I switched of the User Account Control. 

I disconnected from the internet then:
Switched off UAC 
Restart
install Pov
Switched on UAC 
Restart
Play with Pov-Ray :)
