I tend to use Dave's Targa Animator but you might take a look at:

                                                            February, 1998.

ABOUT FAST MOVIE PROCESSOR

This program's purpose is to convert and process image sequences and
movies. While converting it can apply many image filters and operations
like emboss, brightness, contrast, gamma correction, blur, sharpen,
  mirror and others.

Program utilizes a list of operations that are to be performed on each
frame of the movie, thus if you need to apply saturation, followed by
grayscale and resample you can do it in only one step.

WHAT'S NEW

  - this is FULLY functional version (no "FastMP" label on output images)
  - it is free for non-commercial use
  - it is NOT FREE for business companies and government
  - can load GIF 87a and 89a (interlaced or animated GIFs are NOT
supported),
GIF save is not implemented because LZW compression algorithm is
patented
  - added TGA 32k colors image save (uncompressed and RLE compressed)
  - added DIB/BMP/RLE 32k colors image load and save
  - fixed many bugs (mostly about AVI)

SOME INFO ABOUT HAV FORMAT

HAV is our own video format made for real-time playing and archiving
of high-quality video. It does not support audio (for now), but it is
great to store and play rendered animations. This format keeps the
original image quality (uses lossless compression). Other famous
formats, like AVI, JPEG and MPEG reduce the image quality each time
you save the image (more times you save, more quality you loose).
HAV compresses at least twice as good as FLI/FLC and supports 256,
64k and 16.7M colors (FLI/FLC supports only up to 256 colors).
