IIRC this thread started from expecting something from POV-Ray during
rendering so computer and OS price shouldn't be blamed because you miss some
feature in POV-Ray.

You have PRE_* and POST_* ini settings for launching commands before and after
rendering as well as GUI extensions if you are more experienced programmer. I
suppose that should not be hard to write small tool which disables and enables
screensaver by registry modification as in
