No PovRay is a renderer and the windows version comes with a text 
editor. That is it. You have to do the hard work yourself. Or use the 
PovRay exporter that comes with Blender.

No, PovRay uses mathematical primitives. It can handle meshes and 
heightfields But not like Blender.
