Just a suggestion LanuHum,
Can Blender apply wind to cloth?
Can you create a stalk as a "cloth" with only 2 degrees of freedom and 
very stiff?
If so then you can apply "wind" to the "clothified"* stalk.

*Using Poser terminology.
