There are two answers to that:
Taking your question literally, the answer is plainly "no".
Taking your question to mean "can we expect an Android port of POV-Ray",
then the answer is "maybe".
It depends on (a) whether there exists a C++ compiler for Android
(because that's what POV-Ray is written in), and (b) whether there will
be some POV-Ray + Android enthusiast deciding to write such a port
(/and/ finishing it ;-)). (Note that a serious demand for such a port is
not a necessity for it coming to existence.)
Obviously such a port would be - and stay - an unofficial version of
POV-Ray, as the dev team wouldn't be able to support the
Android-specific changes (unless of course the aforementioned enthusiast
would happen to be, or become, member of the dev team).
See the current Mac version of POV-Ray for how it could work out.
