I actually like this behavior, since I've often forgotten to attach 
something when I actually intended to.  However, since you aren't a fan 
it is fortunately easy to disable.  Go to "Tools>Options..." and select 
the "Composition" tab.  There's a checkbox there for "Check for missing 
attachments".
