Wet ink smears. Hence, people write from the top of the page towards the 
bottom. Hence, lower numbers in a list are higher on the page than higher 
numbers on a list.

I knew a guy who would write his assembly code with the first instructions 
at the bottom of the page and work upwards for just this reason. Drove 
everyone else batty.
