  The problem is that "fair use" is up to interpretation, and the music
companies have lots of lawyers specialized in convincing the judges that
their interpretation is the correct one. Do you have the money to hire a
lawyer who is more convincing?

  Most people don't have the money, time and especially motivation to
pursue the issue.
