Well, yeah, you need a camera where you actually have the ability to 
control the shutter speed. Most cameras don't let you do this at all. 
And even the ones that do, the maximum duration is usually 0.1 seconds 
or something. Not 20 *minutes*...

Hence, "special equipment".
